Charitable Orgs. Privacy Protection Act

This bill allows charitable organizations with tax-exempt status to collect nonprobate assets (like life insurance, retirement accounts, and securities) left to them by deceased donors by submitting an affidavit to the asset holder, rather than going through probate court. The bill also prohibits asset holders from requesting personal information about the charity's employees or board members and provides legal remedies if asset holders unreasonably refuse to transfer the property.

The Law and Order Act

The Law and Order Act makes multiple changes to North Carolina criminal law, including increasing penalties for assaults on utility workers and street racing, creating new offenses for possessing explosives, stealing gift cards, and possessing embalming fluid, enhancing burglary sentences when firearms are involved, and establishing workplace protections against mass picketing. Various Real Estate and Business Law Changes

This bill makes four main changes to North Carolina real estate and business law: it creates an alternative path for real estate appraisers to gain experience through technology-based training programs instead of traditional apprenticeships (expiring in 2030), allows real estate salespersons to register with multiple dealers under common ownership, clarifies what out-of-pocket expenses landlords can recover from tenants in evictions, and permits buyer's agent compensation to be included in purchase offer forms.

Mecklenburg Transportation Referendum

This bill authorizes Mecklenburg County to hold a referendum asking voters whether to approve an additional 1% local sales tax dedicated to funding roadway and public transportation systems. If approved by voters, 40% of revenue would go to eligible municipalities for road maintenance and improvements, while 60% would support a regional transit authority, with specific requirements for completing the Red Line rail project.

North Carolina Border Protection Act

Schools must certify annual compliance and cannot maintain offices or employ staff whose primary duties involve promoting these concepts or discriminatory practices.

Eliminating "DEI" in Public Higher Ed

This bill prohibits North Carolina public universities and community colleges from maintaining diversity, equity, and inclusion (DEI) offices or programs, requiring employees to affirm certain concepts, or endorsing what the bill defines as 'divisive concepts' related to race and sex. It requires institutions to certify annual compliance and allows instruction on these topics only if the institution makes clear it does not endorse them.
