HALO Law

The HALO Law creates a new crime in North Carolina that makes it illegal to approach within 25 feet of a first responder (police officers, firefighters, EMTs, probation officers, and corrections staff) after being warned not to do so, if the person intends to impede their duties, threaten them, or harass them. The law classifies this violation as a Class 2 misdemeanor and includes $25,000 in state funding for a public awareness campaign.

S1071Introduced

Elec. Notice of Public Hearings/Cabarrus Co

This bill allows Cabarrus County to publish notices of public hearings and meetings through electronic means, such as the county's website, instead of only using traditional newspaper publication. The bill maintains that electronic notice cannot replace state-required mail notices or property postings, and does not change the timing requirements for publishing notices.

S1003Introduced

Permit Time Lines/Certain Wastewater Systems

This bill establishes expedited permitting timelines for new or expanded wastewater treatment systems in North Carolina's fastest-growing counties. The bill sets specific deadlines for administrative review (30 days), technical review (90 calendar days), and overall approval or denial (90-120 days depending on public hearings), and appropriates $10,000 to the Department of Environmental Quality to implement these requirements.

S1041Passed

Public Workforce Modernization Act

This bill replaces North Carolina's current human resources system (Chapter 126) with a new modernized system (Chapter 126A) that applies to state employees in the executive branch, judicial branch, and legislative branch. The new system aims to simplify hiring, compensation, and personnel management by decentralizing some authority to individual agencies while maintaining standards for employee protections, leave benefits, and nondiscrimination policies.

Truth in Taxation

This bill requires local governments to follow specific notification and public hearing procedures before adopting a property tax rate that exceeds the 'revenue-neutral rate' (the rate that would generate the same total revenue as the previous year despite property reappraisals) during reappraisal years. The bill also increases the late reinstatement fee for real estate appraiser trainees and clarifies that tax refunds can be issued when governments fail to follow these procedures.

Address Confidentiality/Study & DL

This bill creates a task force to study how to protect military personnel, special operations forces, elected officials, and others from doxing and swatting by removing or shielding their personal information from public records. It also immediately allows special operations force members to obtain driver's licenses and identification cards with substitute addresses instead of their home addresses.
