This bill allows Winston-Salem's Planning Board to hold hearings and make final decisions on zoning amendment requests, rather than having all decisions go to the City Council. The City Council retains the ability to set rules for the Planning Board and must provide a process for appealing Planning Board decisions back to the Council.
