This bill delays the use of new property values from 2026 reappraisals in counties with populations over 15,000 for the 2026-2027 tax year, requiring them to use the previous schedule of values instead. Starting in 2027-2028, counties will use the 2026 reappraisal values going forward. The bill also requires county assessors to pay a $20 examination fee to the Department of Revenue.

Universal Licensure/Limit Continuing Ed

This bill allows out-of-state licensed professionals to obtain North Carolina licenses more easily through a 'universal licensure' pathway if they meet basic requirements like being licensed for at least one year, having good standing, and passing any state-specific law exam. It also exempts people age 65+ who have practiced their profession in North Carolina for 25+ years from continuing education requirements. The bill applies to most occupational licenses but excludes healthcare providers, lawyers, engineers, architects, and several other regulated professions.

Swimming Pools/Housing Regulatory Reform

This bill makes two major changes to North Carolina law. First, it prohibits local health boards from regulating private residential swimming pools and creates exemptions for pools shared through online platforms if they meet certain safety standards. Second, it significantly reforms local government zoning and development regulations by limiting local authority to powers explicitly granted by state law, establishing faster approval timelines for development applications, restricting design requirements, and expanding property owners' legal rights to challenge regulations.

Litter Law/Rebuttable Presumption

This bill creates a legal presumption that a person littered if litter is found bearing their name on documents or objects such as bank statements, utility bills, or prescription bottles. Limit Rules With Substantial Financial Costs

This bill requires state agency boards and commissions to obtain special approval votes before adopting expensive regulations. Rules projected to cost $1 million or more over five years require a two-thirds vote, while rules costing $10 million or more require unanimous approval (unless required by federal law, which only needs two-thirds approval). The bill also updates fiscal note requirements for agencies proposing rules with substantial economic impact.

Limit Local Gov't Environmental Rqmt's

This bill prevents local governments in North Carolina from enacting environmental regulations that are stricter than state or federal standards, unless the General Assembly specifically approves them.
