No Budget, No Pay Act

This bill requires the salaries of North Carolina General Assembly members to be held in escrow (set aside) if the legislature does not pass a budget for fiscal year 2026-2027 by June 30, 2026. The withheld pay would be released once a budget is ratified or the legislative session ends.

Senate2026-05-06

S633Introduced

Guarding Freedoms & Public Safety Act

This bill makes four main changes to North Carolina firearm laws: it prohibits people convicted of misdemeanor domestic violence from possessing firearms, requires background checks for all firearm sales including private sales, restores a pistol purchase permit requirement, and requires parents/guardians to certify that firearms in their homes are safely stored.

Senate2025-03-26

S632Introduced

Homes for Heroes

This bill creates two programs to support public servants in North Carolina. Part I establishes a homebuyers' assistance program through the NC Housing Finance Agency that provides up to $25,000 in down payment and mortgage insurance assistance to first-time homebuyers who work full-time as teachers, law enforcement officers, firefighters, emergency medical services personnel, active duty military members, or veterans. Part II creates an income tax credit of up to $5,000 for unpaid volunteer firefighters and rescue squad workers to cover unreimbursed work-related expenses.

Senate2025-03-26

S487Introduced

Require Legislative Sponsors/Appropriations

This bill requires that any appropriation (spending authorization) included in North Carolina's Current Operations Appropriations Act must be sponsored by a state legislator and include that legislator's name in the bill text. Without a named sponsor, the appropriation would not be legally valid.

Senate2025-03-26

S483Introduced

The Children First Act

The Children First Act is a comprehensive bill that expands child care affordability through increased subsidies and facility grants, establishes tax credits for employer-provided child care, strengthens child health and safety protections (including regulations on social media, tobacco, vaping, cannabis, and firearms), creates a statewide fetal and infant mortality review team, and funds workforce development programs for child care workers. The bill appropriates over $150 million in funding across multiple initiatives.

Senate2025-03-26

S539Introduced

NC Utility Worker Protection Act

This bill increases criminal penalties for assaulting utility workers in North Carolina. It makes simple assault against a utility worker (such as an electric company or water company employee) a Class A1 misdemeanor, and makes assault with a deadly weapon against a utility worker a Class E felony.

Senate2025-03-26

S541Introduced

Train Infrastructure Acceleration Act

This bill allocates $7 million in state funding to advance train infrastructure development in North Carolina by providing $1 million to each of seven proposed rail corridors for engineering studies and feasibility assessments. The funds support routes like Asheville to Salisbury, Charlotte to Washington D.C., and Raleigh to Wilmington, with annual reporting requirements to the legislature.

Senate2025-03-26

S544Introduced

State Auditor/Crisis Pregnancy Centers

This bill requires the State Auditor to conduct periodic audits of crisis pregnancy centers that receive state funding. The bill adds this auditing responsibility to the State Auditor's duties under state law.

Senate2025-03-26

S545Introduced

State Auditor to Audit General Assembly

This bill adds a new responsibility to the State Auditor's duties, requiring the auditor to periodically audit the General Assembly (the North Carolina legislature). The bill does not specify the frequency, scope, or details of these audits.

S482Introduced

Don't Tread on Me Act

This bill creates an Individual Freedoms Act that establishes protections against state surveillance, medical privacy requirements, parental authority in education and healthcare, fact-based education standards, and prohibitions on employment/housing discrimination based on political beliefs or medical history. The bill requires that any restrictions on these rights meet a 'compelling state interest' test and use narrowly tailored means.

Senate2025-03-26

S537Introduced

APRN Definitions

This bill legally defines the scope of practice for four types of Advanced Practice Registered Nurses (APRNs) in North Carolina: Certified Nurse Practitioners, Certified Nurse Midwives, Certified Registered Nurse Anesthetists, and Clinical Nurse Specialists. It establishes a separate APRN license and removes certain requirements for physician oversight of APRN prescribing and medical decision-making, aligning North Carolina with 36 other states that have expanded APRN practice authority.

Senate2025-03-26

S708Introduced

Working Families Act

This bill makes multiple changes to support working families in North Carolina. It lowers copayments for subsidized child care from 10% to 7% of family income, restores a state child tax credit, increases the minimum wage to $15/hour starting September 1, 2025 and allows cities/counties to set higher local minimum wages, expands property tax relief for homeowners, creates a down payment assistance program for first-time homebuyers in public service jobs (teachers, police, firefighters, military, medics), and establishes a paid family and medical leave insurance program funded through employer and employee payroll contributions.

Senate2025-03-26

S659Introduced

Investing in North Carolina Act

This bill appropriates funds to raise salaries for teachers, state employees, community college and university workers, and provides cost-of-living increases for retirees. It also expands the WAGE$ early childhood educator supplement program to all 100 North Carolina counties and creates a tax credit for small businesses with annual receipts of $8 million or less.

Senate2025-03-26

S438Introduced

NC Adopt ERA

This bill would have North Carolina officially ratify the Equal Rights Amendment (ERA) to the U.S. Constitution, which states that equality of rights under the law shall not be denied based on sex. The bill asserts that the ERA already became the 28th Amendment when Virginia became the 38th state to ratify it in 2020, and North Carolina's ratification would affirm this status.

Senate2025-03-25

S440Introduced

2025 Governor's Budget

This is North Carolina's biennial budget bill appropriating funds for state government operations from July 1, 2025 through June 30, 2027. It allocates approximately $34 billion in general funds annually, establishes funding for education, healthcare, transportation, corrections, and social services, and includes tax policy changes such as maintaining tax rates and creating new tax credits for working families and school supplies.

Senate2025-03-25

S320Introduced

LEO Special Separation Allowance Options

This bill creates a second calculation option for the special separation allowance (a monthly payment) that state and local law enforcement officers receive when they retire after 30 years of service. Officers who qualify would be able to choose between two different formulas for calculating their allowance amount, with the choice being permanent and made before their first payment.

Senate2025-03-18

S169Introduced

Labor Org. Membership Dues Tax Deductible

This bill allows North Carolina taxpayers to deduct labor organization membership dues from their state income taxes starting in 2026. The deduction would apply to dues, fees, assessments, or other required payments for membership in a labor organization.

Senate2025-02-26

S120Introduced

Remove Barriers to Labor Organizing

This bill modifies North Carolina labor law by adding language affirming labor organizations' right to enter into labor agreements, while maintaining existing 'right-to-work' protections that prohibit requiring workers to join unions or pay union dues as a condition of employment. It also repeals Article 12 of Chapter 95, which previously contained additional labor restrictions.
