Water/Wastewater Affordability & Capacity Act

This bill addresses water and wastewater affordability and system capacity in North Carolina. It requires local governments seeking to sell public water/sewer systems to private companies to hold public hearings and demonstrate the sale is in the public interest. It also establishes rules for water rate increases to customers outside municipal boundaries, modifies stormwater control requirements for redevelopment, updates on-site wastewater system regulations, and streamlines private drinking water well permitting processes.

Parking Lot Reform/Stormwater Control

This bill restricts local governments from requiring minimum parking space minimums in most developments and limits their ability to impose stormwater control requirements on redevelopment projects. It prohibits parking minimums except in historic districts and coastal areas, and prevents stormwater controls from being required on pre-existing built-upon areas during redevelopment unless the project increases impervious surface beyond what existed before.

Emerg. Comm. Code Exempts/Sanitary Board/401

This bill has three main parts: it exempts certain apartment buildings from emergency communication system requirements in the fire code and allows disconnection of existing systems in those buildings; it establishes how vacancies are filled on sanitary district boards in large counties; and it sets specific timelines and procedures for the Department of Environmental Quality to review water quality certification applications for certain federal permit projects.

Building Industry Efficiency Act of 2025

This bill makes multiple changes to North Carolina's building and construction regulations. It streamlines inspection processes (allowing cancellations without fees, exempting certain HVAC replacements from inspections), modifies street design requirements for developers, exempts certain small construction services from licensing, updates contractor board rules and disciplinary procedures, clarifies exemptions for certain pools and flotation systems, and increases the threshold for formal bidding on public construction contracts.

Comm. Inspect. Efficiency Act

This bill authorizes private commercial inspectors and firms to conduct building inspections for commercial structures in North Carolina, creates a certification and registration system for these private inspectors under the State Fire Marshal's office, allows permit holders to use private inspectors instead of local government inspectors, and repeals the state marketplace pool of code-enforcement officials.

Certify Reading of NC Constitution

This bill requires members of the North Carolina General Assembly to certify that they have reviewed the U.S. Constitution and North Carolina Constitution within the two years before taking office. The certification would be submitted to the Principal Clerk of their respective house and does not change the oath itself, only adds a documentation requirement.

Abuse and Deception by Telemarketers

This bill prohibits North Carolina telemarketers from displaying fake, misleading, or misrepresented phone numbers on caller identification systems. It requires telemarketers to show their actual phone number or the legitimate business entity they represent, establishes record-keeping requirements for telemarketing calls, and creates civil penalties for violations ranging from $500 to $10,000 per call.

Sedimentation Act & Other Env.'l Changes

This bill requires the North Carolina General Assembly to approve any agreements between state environmental agencies and the federal EPA before they take effect. It also directs the Department of Environmental Quality to negotiate with the EPA to streamline sedimentation control regulations, request early consultation on federal regulatory changes, and provide the legislature with copies of EPA agreements and funding information.

Save the American Dream Act

This bill substantially reforms North Carolina's local land development regulations by limiting local government authority over zoning and building standards, accelerating permit approval timelines, and establishing new requirements for water and sewer capacity allocation. It also increases certain stormwater permit fees and mandates specific housing types in larger cities.

Educational Choice for Children Act (ECCA)

This bill allows North Carolina to participate in a federal tax credit program that enables individuals to receive tax credits for donations they make to scholarship granting organizations. The state Education Assistance Authority must identify and maintain a list of qualifying scholarship organizations and submit it to the U.S. Treasury, allowing these organizations to provide scholarships for K-12 education expenses including homeschooling.

Limit Rules With Substantial Financial Costs

This bill requires state agencies to obtain legislative approval before implementing rules that cost $20 million or more over five years, and requires higher voting thresholds (two-thirds for $1+ million costs, unanimous for $10+ million costs) when agency boards or commissions adopt costly rules. It also allows the public to request legislative review of rules if 10 or more people object within one day of Commission approval.

The Firearms Liberty Act

This bill makes several changes to North Carolina's firearms laws, including allowing lifetime concealed handgun permits (in addition to the current 5-year permits), waiving firearms training requirements for permit renewals if permits lapse less than 180 days, allowing people under domestic violence protective orders to store or sell their firearms through licensed dealers, providing liability protection for firearms dealers who hold guns temporarily for safety purposes, and authorizing schools to store non-lethal defensive devices in biometric safes for trained employees.

Local Government Spending Transparency

This bill requires all local government entities in North Carolina to publish itemized invoices online showing who was paid, how much, what was purchased, and when. It also requires local governments to publicly display the top three bids received for any project, service, or goods purchased with tax dollars, updated quarterly.

Finding Grace Family Bill

This bill makes two major changes to North Carolina law: it reduces the abortion restriction threshold from 12 weeks to 6 weeks of pregnancy (with exceptions for medical emergencies, rape, incest, and life-limiting fetal anomalies), and it expands adoption-related support by requiring information on adoption benefits in schools, creating support programs for at-risk adoptive families, and streamlining some adoption procedures.

Human Life Protection Act of 2025

This bill prohibits abortion in North Carolina from the moment of fertilization, with a narrow exception only when a licensed physician determines in their medical judgment that the pregnant person's life is at risk or they face serious harm to a major bodily function. Violations are classified as felonies with criminal penalties, civil penalties of at least $100,000, and mandatory license revocation for healthcare providers, though pregnant people themselves cannot be prosecuted.

House2025-04-08

H471Introduced

Food Labeling Transparency Act

This bill requires clear labeling of manufactured-protein food products—including cell-cultured meat and insect-based proteins—sold in North Carolina. Products using meat or poultry terminology must display qualifying terms like 'cell-cultured,' 'lab-grown,' or 'insect-based' prominently on packaging and restaurant menus to distinguish them from traditional animal-derived meat and poultry.

Ensure Constitutional Government

This bill proposes a constitutional amendment that would limit the governor's emergency powers during a declared state of emergency. It would require the General Assembly to automatically convene within seven days of a statewide emergency declaration and would cap emergency orders at two weeks unless approved by the legislature. The bill also modifies the Emergency Management Act to shorten timelines for emergency declarations and require Council of State approval.
