Strengthen Medicaid Provider Controls

This bill strengthens oversight of Medicaid providers in North Carolina by establishing a Provider Enrollment Credentialing Committee to review provider applications and eligibility, expanding grounds for denying or terminating provider enrollment based on criminal convictions and licensing actions, and requiring providers to report criminal convictions of their employees. The bill also makes changes to prepaid health plan networks and Medicaid eligibility.

NC Digital Asset and Stablecoin Act

This bill creates two new regulatory frameworks for North Carolina: the Digital Asset Financial Act, which allows state banks and credit unions to provide cryptocurrency custody, staking, and transaction services for customers, and the North Carolina Stablecoin Act, which creates a licensing system for companies that want to issue stablecoins (digital assets designed to maintain a fixed value, typically pegged to the U.S. dollar). Both frameworks include detailed requirements for customer protection, reserve management, and regulatory oversight.

US Department of Edu

This joint resolution urges the U.S. Congress to eliminate the U.S. Department of Education and return education authority to individual states. The resolution argues that education is not a federal responsibility under the Constitution and that states are better positioned to manage education policy for their communities.

Prescription Drug Expenses Tax Deduction

This bill allows North Carolina taxpayers to deduct up to $5,000 per year in out-of-pocket prescription drug expenses from their state income taxes, starting in 2026. The deduction covers unreimbursed medication costs and pharmacy co-pays, but excludes amounts already covered by tax-advantaged accounts like Health Savings Accounts or Flexible Spending Accounts.

Funds for Veterans/HBOT

This bill appropriates $3 million in state funds for the 2026-2027 fiscal year to provide free hyperbaric oxygen therapy (HBOT) treatment to North Carolina veterans diagnosed with traumatic brain injury (TBI) or posttraumatic stress disorder (PTSD). The funds will be directed to a nonprofit organization called HBOT 4 HEROES to deliver approximately 15,000 treatments to roughly 350 veterans, with progress reported back to the legislature by June 30, 2027.

Affordable Housing Infrastructure Development

This bill creates the Affordable Housing Infrastructure Development Loan Program, which provides below-market interest rate loans to nonprofit organizations for developing land and infrastructure (such as utilities, roads, and site preparation) for affordable housing projects. Persistent D.V. Offender Registry

This bill creates a registry of people convicted of domestic violence offenses in North Carolina. People convicted of a domestic violence offense who have at least one prior domestic violence conviction must register, with registration periods of 2-10 years depending on the number of prior convictions. The State Bureau of Investigation will maintain a public online registry containing offenders' names, birth dates, conviction dates, county, and photographs.

Defund Planned Parenthood & Cost Transparency

This bill has two main parts: it prohibits Planned Parenthood from participating in North Carolina's Medicaid program, and it establishes new billing transparency and collections practices for hospitals and ambulatory surgical facilities. The billing provisions require hospitals to provide itemized cost estimates for scheduled services, limit final bills to within 5% of the estimate, and prohibit sending bills to collections without first providing an itemized breakdown.
