Rep. Mike Clampitt Bone Marrow Donation Act
Plain English Summary
This bill designates November as Marrow Donation Awareness Month in North Carolina and allows people ages 18-40 to indicate their intention to become bone marrow donors when applying for or renewing a driver's license. The bill requires the state to share this information with the National Marrow Donor Program and directs state health and motor vehicle agencies to conduct public awareness campaigns about bone marrow donation, with $100,000 allocated for these efforts.
Arguments in Favor
Supporters argue this bill saves lives by increasing awareness of bone marrow donation and making it easier for potential donors to register. By allowing people to indicate their intent at the DMV and connecting them to the National Marrow Donor Program, the bill removes barriers to joining registries that help match donors with patients needing lifesaving bone marrow or stem cell transplants for diseases like leukemia, lymphoma, and sickle cell disease.
Arguments Against
Opponents may question whether the $100,000 appropriation is the most cost-effective use of state funds, or whether the awareness campaign's impact will justify the expense. Some may also have concerns about privacy and data-sharing practices, particularly regarding how the state collects and transfers personal information to the National Marrow Donor Program, even though donors provide written consent.
